Tax Reimbursement on China-produced equipment purchased by foreign funded enterprises
Ever since 09/01/1999, China-produced equipment purchased by foreign-funded enterprises within the scope of drawback investment total appraised by a tax authority and in agreement with Encouragement and restriction of the ?Industrial Catalogue Guiding Foreign Investment? of ?The State Council Notice About Regulating Import Equipment Tax Policy? and ?Current Industries, Products and Technology Catalogue Specially Encouraged by State? shall, with the approval of tax authority in charge of tax reimbursement, 40% of the investment for purchasing China-produced equipment can be exempted from the newly added volume of enterprise income tax over the previous year when the foreign-invested enterprise purchases the equipment; If additional capital excluded from the total investment is used for purchasing China-produced equipment, 40% can also be exempted from the newly added volume of enterprise income tax over the previous year when the foreign-invested enterprise purchases the equipment. The China produced equipment herein does not include the equipment that investors contribute as registered capital.

Yantai Foreign exchange administration
Preferential treatments to foreign exchanges remitted in for investment and obtained by offshore borrowings, bond or stock issues make by foreign legal persons or natural persons, and to foreign exchange returns made by foreign-funded enterprises will remain valid. They may not settle their foreign exchange accounts at the designated banks to open accounts, to retain foreign exchanges of to make normal payments in foreign exchange.
Foreign-funded enterprises may make normal business payments in foreign exchange and foreign investors profit, stock and bonus can be remitted from the balance of their cash accounts directly without being examined and approved in advance. Payments in excess of the balance of their cash accounts made to cover expenses in production and management, to repay capital with interest and to remit abroad bonus and capital foreign exchange transfers, upon examination and approval by the state Bureau of the Exchange Control, may be executed.
China will stick to it that foreign-funded enterprises should keep a balance between their foreign exchange income and expenditure. In case of failure, they may go to foreign exchange swap centers to buy foreign exchange at the market exchange rate published by people bank of China.
Foreign investors may, upon approval, reinvest their Renminbi profits earned from foreign-funded enterprises which can not keep a balance between their foreign exchange income and expenditure into inland enterprises that can earn foreign exchange or increase their foreign exchange earnings. In this case, foreign investors may enjoy the right of getting back part of their income tax handed over to the state and of obtaining foreign exchanges from the newly earned exchanges by the beneficiary enterprise so as to remit abroad their legal profits. When applying for reinvesting their Renminbi profits, foreigners are required to produce the profit distribution decision by the board of directors of the original enterprise and the certificate by the local exchange control department.

For those foreign-funded research and development center, the equipment and its relative technology, accessories, and spare parts to be imported within the projects?total investment in terms of value and for internal use, which cannot be produced in China or whose demand exceeds its supply, will be exempted tariffs and other tax related with import.

Any raw materials, fuel, unassembled parts, spare parts, components and elements, components in set, auxiliary materials and packing materials required for contracts of exporting products imported by foreign-funded enterprises shall be placed in bond. Customs formalities of verification and cancellation shall be completed by the enterprise after process into finished products and re-exporting.
. Catalysts, catalytic agents, abrasives and fuel, etc, imported by enterprises in reasonable quantities consumed directly in the course of processing products for export shall be exempted from import duties and VAT.

Water Supply
There are 9 water plants in Yantai with supply power of 0.629 million cubic meter/day. The popularization rate of water supply is 99.91% and the qualification rate is 99.2%. In recent years the Austria Loan has been utilized to enlarge the capacity of Gongjiadao Water Plant, and the water supply capacity has been increased 50000 cubic meters.

The project of Yantai Xi’an River Wastewater Treatment Plant started its construction in July 2002 and went into operation in December 2002. The total investment is RMB 89 million Yuan. The designed processing capability for long-term use is 80 thousand tons per day and for short-term use is 40 thousand tons per day. This project makes a quality treatment of the wastewater in south suburb of Yantai and the wastewater draining into the sea in east. It greatly improves the water quality and promotes the biological environment, seawater resource and the development of tourism in Yantai.
Electricity Supply
Yantai power grid has the following features: 220 KV as the mainstay; 110 KV as the power grid for second transmission of power ; It has a closer connection with the Weihai power grid to the east of Yantai and a weaker connection with the provincial power grid; the regional

Yantai Huanghai Recreation Center

The are of Yantai Port is 4.03 square kilometers and the coastline of Yantai port is 7,263 meters. It has 38 berths including 33 productive berths, among which 19 berths in deepwater own a handling capacity of over 10,000 tons respectively. The designed annual exchange capacity is 14.01 million tons and in 2002, the actual exchange volume is 22.89 million tons including container exchange volume of 160,000 TEU. The third phase of the construction of seven deepwater berths with expected annual handling capacity of 3,900,000 tons has started in August 1997. Two berths of 100,000 tons used for bulk cargo and two berths of 50,000 tons engaged in container freights were listed in the first phase of this construction and has been put into operation in 2002. Passenger liners go to Tianjin and Dalian directly, and the liner named “Zi Yu Lan?comes and goes between Yantai and Pusan, Kunsan of Korea. Cargo ships offer freight services to more than 100 ports in scores of over 70 countries and regions thoughout the world. Container freighters sail regularly between Yantai and Japan, the United States, Canada, Korea, Hong Kong and Singapore. Every year there are over 800 foreign ships enter Yantai Port for the first time. There will be 58 berths, including 43 deepwater berths, and the annual exchange capacity is expected to be more than 45 million tons in 2020.

Railway between Yantai and Lancun joins up with the country’s main line and contacts Yantai and many other cities like Beijing, Shanghai, Jinan, Qingdao, etc. Yantai is also a key point on the Nation-designed Railway line from Harbin, Hei Longjiang Province to Huangpu Port of Shanghai along the eastern coastline. This line crosses the Bohai Bay via Dalian to Yantai by ferryboat and then connects to Lan-Yan line.

The highway length is 6161 km in the area, and highway density has reached 44.8km/sq. km by the end of year 2002.100% of all the towns are connected by the blacktop driveway in the Area. accounts for 9% of the total output in our country and their exports accounts for 1/4 of the total exports in China. In 2002, the yields of fruits was decreased because of the heavy frost. As a result, the total output of fruits is 1.91 million tons including 1.26 million tons apples.
Cereals and Oil

Mountain Kunyu
Kunyu Mountain is located in the eastern end of Jiaodong Peninsular. It lies across Yantai and Weihai. It has good communication facilities and is 50 kilometers away from the railway station, port and airport. As a national forest park and the birthplace of Quan Zhen Tao, it is rich in tourist resources. Mountain Kunyu ranges rise and fall, with high and precipitous terrain. With its peaks rising one higher than another, its scenery is very magnificent. It has 72 distinguished peaks of various shapes. The main mountaion is called the " ancestor of wonder mountaions " of the East Sea.The forest coverage of Mountain Kunyu is up to 80%. China Yantai Export Processing Zone
Background
Yantai Export Processing Zone, approved by the State Council on April 27, 2000, is one of the first 15 export processing zones in China and is the only one that combines the harbor with the zone. It carries out the system of within the boundary but out of the Customs operated in accordance with the international practices. All these have set up flexible and convenient business environment for the export processing enterprises.
Part 1 Location of YTEPZ
Situated in the north of Yantai City, Yantai Export Processing Zone is adjacent to Yantai Railway Station to the south, linked with Yantai Tongsan Expressway to the north, connected to Yantai Harbor to the east and urban residential area to the west, facing Japan and Korea across the sea. The zone has a total area of 3 K㎡, in which the initial one is 1.1km2 . The zone has a favorable location, convenient transportation, vast hinterland and great development potential.
Part 2 Present situation of development and planning
The zone has been focusing on the construction of the investment environment since its foundation. After preparation in the first phase, the zone has finished the construction of all infrastructure facilities. So far, over 200,000 m2 of workshop, including 50,000 m2 of electronics building, 40,000 m2 of bonded warehouse, 4 new transformer rooms that can add another 2730KVA electricity load, 20,000 m2 of main road, and 5,000m of sewage piping have all been completed according to the international high standard.
At present, the Administrative Committee of Yantai Export Processing zone is allowed to approve the economic project and processing trade business up to US$30 million. The service mechanisms of The Customs, Commodity Inspection Bureau, Tax Bureau, Industrial and Commercial Bureau and the related enterprises of Bank, Insurance and Transportation have all been set up and put into operation. Now the perfect infrastructure facilities, efficient Supervision, convenient Customs procedures and high-quality management have made the zone attractive enough to bring many investors to be here. At present there are enterprises invested by businessmen from Korea, Japan, USA, Sweden, Israel, Taiwan and Hong Kong, etc. which cover the fields of electronics, automobile parts and components, fine chemical, instruments and meters, noble metal processing, sports articles and stationery, network software and food processing, etc with the total contractual foreign capital of over USD80 million.
Part 3 The difference between export processing zones and tax-bonded areas
The tax-bonded area is mainly engaged in processing, trade, storage and exhibition. While the export processing zone focus to support export processing enterprises, standardize the processing trade management, encourage establishing the enterprises who make fully use of domestic and overseas resources, develop the lines of high-technology, high added value and no-pollution as well as the storage and transportation enterprises matched for the production enterprises.
Part 4 Preferential policies
The investors can enjoy many preferential policies in Yantai export processing zone. It can be described as the following.
Customs Policies
1) The zone carries out the management of 24-hour enclosed Customs supervision. All the Customs procedures of file keeping, declaration, examination and releasing are handled in the zone.
2) For the enterprises in the zone, the usual customs registration brochure are cancelled, the commodities flowing in and out of the zone are only
required to put on records, and no bank guarantee deposit account is required.
3) Raw materials, spare parts and components, packing materials and consumption goods imported for the enterprises own use are treated as bonded goods.
4) Machines and equipments, construction materials and reasonable quantity of office appliance imported by the enterprises in the zone are exempted from tariffs and import-related value-added tax.
5) Domestic Machines and equipments, raw materials, spare parts and components entering the zone are treated as exports and can enjoy tax-refund for export.
6) The commodities flowing between the zone and abroad, except those who need passive quota, are not required to have import license and quota.
7) The enterprise in the zone is allowed to transfer its semi-finished products and modules to companies outside the zone for further processing and entrusted processing.
Foreign exchange control and other policies
1) The enterprises of the zone are allowed to open foreign exchange account freely, in which the enterprises can reserve the foreign exchange at a quota of 100% and withdraw the money freely.
2) The enterprises in the zone are not required to go through the canceling after verification procedures while receiving and paying foreign currency.
Tax reduction, exemption and bonded policies
1) For foreign-funded enterprises, whose business term is over 10 years, the income tax is reduced to 15%. It will be exempted for the first 2 years and levied at half rate during the 3rd to 5th year from the year of showing profits.
2) For the export-oriented enterprises whose export volume account for 70% of the year’s total output, the income tax will be reduced to 10% after the reduction and exemption period.
3) For the approved advanced technology enterprises the income tax will continuously be levied at half rate if they are still the advanced technology enterprises after the reduction and exemption period.
4) The export processing products and taxable labor service of the zone are exempted from value-added tax and consumption tax.
5) The value-added tax of the water, electricity and gas used for production by the processing enterprises in the zone can be returned at the rate of 13%.
6) If the foreign investor, who has already set up the enterprise in the zone, puts the profits gained in China to the original company as the added registration capital and or to a new foreign-invested company of no less than 5-year business term, 40% of the enterprise income tax based on the re-investment value will be returned upon the approval of tax authorities. If the profit is used to enlarge the export-oriented or advanced technology enterprises, the enterprise income tax of the re-investment value will be totally returned.
7) The newly opened construction projects are exempted from urban development utilities and facilities fee.
8) Anyone and organizations who bring the projects to the zone can get the rewards according to the investment promotion policies set by the Municipal Government of Yantai and the Administrative Committee of Yantai Export Processing Zone.

Yantai Hi-Tech Industry Development Zone
Yantai Hi-Tech Industry Development Zone is situated in the cantonal eastern part of Yantai City. It was started out into construction in 1994.It was approved by State Council as APEC China Yantai Science & Technology Industry Park in April 1998, and became a internationalized science & technology industry park opened to APEC, together with other four hi-tech zones in Beijing, Xi'an, Suzhou and Hefei. In December 1998, it was authourized by Ministry of Science and Technology to set up the only Sino-Russia Hi-Tech Industry Cooperative Example Base of China. Yantai Hi-Tech Industry Development Zone has the planned land area of 75 square kilometers. Yantai Economic Situation
In 2002, Yantai’s GDP reaches US$ 111.5 billion; the primary, secondary and tertiary idustry realize added value US$ 13.603 billion, 57.45 billion and 40.447 billion respectively, which is the third among 17 cities of Shandong Province. The proportion of three industies is 12.2 : 51.5 : 36.3. The tertiary industry keeps increasing and achieves thehistorical highest level. The number of individual and private business of the whole city is up to 13.560000 and the tax revenue reaches RMB￥1.088 billion.
The social security system has initially formed, which includes endowment insurance, unemployment insurance, medical treatment insurance, industrial injury insurance and birth insurance. Altogether 554,000 enterprise employees have participated in endowment insurance; 120,000 enterprise retirees receive pension on time; the total ammount of insurance premium is RMB￥1.64 billion, among which endoment insurance is RMB￥1.05 billion, medical treatment insurance is RMB￥473 million, unemployment insurance is RMB￥100 million, birth insurance is RMB￥14.263 million and industrial injury insurance is RMB￥4.22 million.

The whole area of Yantai is 13,7000 square kilometers and the urban area is 2,436 square kilometers; The total population is 6.485 million and the urban population is 1.614 million.
Yantai Geographic Position
Yantai, located on the east tip of Shandong Peninsular(36°16′—38°23N, 119°34′—121°67′E), bordering on the Yellow Sea and the Bohai Bay, lies to Japan and Korea across the sea. It is one of the 14 coastal cities opening up to the outside world, and plays an important role among the cities along the Bohai Bay economic circle, where the state gives priority to its development. Geographically, Yantai is on hilly land except for the central area, which is mountainous. The plains scattered along the coast covering 23% of its total area. It is crisscrossed by 7 river systems, each with a drainage area of over 300 square kilometers; Yantai has a temperate climate with mild winters and moderate summers. The annual average temperature is about 12.9 degrees centigrade and the average annual rainfall is about 700 millimeters. Over 200 frost-free days can be expected in a year. And it is considered as a well-known summer resort in China.
Yantai Brief Introduction
Infiltrating into a long history, Yantai was called Zhifu in the ancient times. In 200 B.C. the first emperor of China once shot fish here with bows drawn and arrows set, formingafterwards “the fish shooting platform”. For fighting against the sea rovers, the Ming Dynasty set up the beacon-fire stand in the year of 1398 and Chinese “Yantai” hereby achieved her nomenclature. And Yantai became one of the first ports that opened up to the outside in 1861.
